সার্বজনীন স্বাস্থ্য সেবা চালু করার লক্ষ্যে উন্নত চিকিৎসা শিক্ষা ব্যবস্থা অপরিহার্য। উন্নত চিকিৎসা ব্যবস্থা সম্প্রসারণের লক্ষ্যে বর্তমান সরকার কাজ করে যাচ্ছে। মানসম্মত মেডিকেল শিক্ষা সমুন্নত রাখা, মেডিকেল শিক্ষার আধুনিকায়ন ও যুগোপযোগী করার লক্ষ্যে মেধাবী ছাত্র-ছাত্রীদের চিকিৎসা বিজ্ঞানে উন্নত শিক্ষা লাভের সুযোগ সম্প্রসারণের প্রচেষ্টা অব্যাহত রয়েছে।

মেডিকেল কলেজ ও ডেন্টাল কলেজসমূহে স্নাতক পর্যায়ে যথাক্রমে এমবিবিএস ও বিডিএস কোর্স চালু রয়েছে। বিভিন্ন বিশেষায়িত চিকিৎসা শিক্ষা প্রতিষ্ঠান ছাড়াও মেডিকেল কলেজগুলোতে স্নাতকোত্তর কোর্স চালু করা হয়েছে ও পাঠ্যক্রম অব্যাহত রয়েছে। স্বাস্থ্য মন্ত্রণালয় ও জনপ্রশাসন মন্ত্রণালয় ১৬/০৯/২০১৯ খ্রিঃ তারিখে অর্থ বিভাগ, অর্থ মন্ত্রনালয় হতে প্রজ্ঞাপনের মাধ্যমে ০১ জন মহাপরিচালক, ০২ জন অতিরিক্ত মহাপরিচালক (প্রশাসন, চিকিৎসা শিক্ষা), ০৮ জন পরিচালক (প্রশাসন,শৃংখলা,আর্থিক ব্যবস্থাপনা,পরিকল্পনা ও উন্নয়ন, মানব সম্পদ ব্যবস্থাপনা, অলটারনেটিভ মেডিসিন, ডেন্টাল শিক্ষা, গবেষনা প্রকাশনা ও কারিকুলাম উন্নয়ন), ০৭ জন উপ-পরিচালক (শৃংখলা,আর্থিক ব্যবস্থাপনা,পরিকল্পনা ও উন্নয়ন, সরকারি ও বেসরকারি মেডিকেল কলেজ, অলটারনেটিভ মেডিসিন, ডেন্টাল, গবেষনা প্রকাশনা ও কারিকুলাম উন্নয়ন), ১৩ জন সহকারী পরিচালক (প্রশাসন-৩টি,শৃংখলা, বাজেট, অডিট,পরিকল্পনা ও উন্নয়ন, সরকারি মেডিকেল কলেজ, বেসরকারি মেডিকেল কলেজ, অলটারনেটিভ মেডিসিন, ডেন্টাল, গবেষনা প্রকাশনা ও কারিকুলাম উন্নয়) সহ মোট ১৪৯ টি পদ সৃজন করা হয়। এছাড়া পূর্বের চিকিৎসা শিক্ষা বিভাগের বিদ্যমান ২৯টি পদসহ মোট ১৭৮টি পদ সম্বলিত স্বাস্থ্য শিক্ষা অধিদপ্তর গঠন করা হয়।

  • সরকারী ও বেসরকারী মেডিকেলকলেজ ও ডেন্টালকলেজ সমূহের নীতিমালা অনুযায়ী পরিচালনা নিশ্চিত করা।
  • প্যারা মেডিকেল শিক্ষা প্রতিষ্ঠান ও মেডিকেল সহকারী প্রশিক্ষণ স্কুল সমূহের শিক্ষা ব্যবস্থার মানউন্নয়ন, বাস্তবায়ন ও সুষ্টভাবে পরিচালনার জন্য পদক্ষেপ গ্রহণএবংনীতিমালা অনুযায়ী পরিচালনা নিশ্চিত করা।

  • স্বাস্থ্য শিক্ষা অধিদপ্তর ও নিয়ন্ত্রণাধীন প্রতিষ্ঠান সমূহের চিকিৎসা শিক্ষা সংক্রান্ত আইনগত ব্যবস্থা গ্রহণ, মামলা নিষ্পত্তি, এটর্নী জেনারেলেরঅফিস ও আদালতের সাথে সংযোগ রক্ষা এবং প্রচলিত বিধি বিধান প্রয়োগে আইনগত মতামত প্রদান।
  • প্রযোজ্য ক্ষেত্রে বিভিন্ন শ্রেণীর কর্মকর্তা ও কর্মচারীদের পদোন্নতি, নিয়োগ, পদায়ন ও বদলী ও পেনশন সংক্রান্ত কার্যাদি পরিচালনা।
  • উন্নয়ন ও অগ্রগতি নিশ্চিতকল্পে অপারেশন প্লানের অন্তর্ভূক্ত বিভিন œকর্মকান্ড বাস্তবায়ন।

বর্তমানে সরকারি পর্যায়ে ”চিকিৎসা শিক্ষা প্রতিষ্ঠানঃ

  • ৩৭ টি সরকারি মেডিকেল কলেজে এমবিবিএস কোর্সে আসন সংখ্যা ৪৩৫০টি।
  • ১ টি সরকারি ডেন্টাল কলেজ ও ৮ টি ডেন্টাল ইউনিট এ আসন সংখ্যা ৫৯৫ টি।
  • ২৮ টি পোস্ট গ্র্যাজুয়েট প্রতিষ্ঠান এ আসন সংখ্যা ১৫১৮ টি।
  • ৯ টি মেডিকেল এ্যাসিস্ট্যান্ট ট্রেনিং স্কুল এ আসন সংখ্যা ৮১৮ টি।
  • ১১ টি ইনস্টিটিউট অফ হেলথ টেকনোলজিতে আসন সংখ্যা ২৫৮৫ টি।

বর্তমানে বেসরকারি পর্যায়ে ”চিকিৎসা শিক্ষা প্রতিষ্ঠানঃ

  • ৭১ টি বেসরকারি মেডিকেল কলেজে আসন সংখ্যা ৬৩৪৭ টি।
  • ০৬ টি আর্মড ফোর্সেস ও আর্মি মেডিকেল কলেজে আসন সংখ্যা ৩৭৫ টি।
  • ১২ টি বেসরকারি ডেন্টাল কলেজে আসন সংখ্যা ৯৪০ টি
  • ১৪ টি বেসরকারি ডেন্টাল ইউনিট এ আসন সংখ্যা ১৪০৫ টি।
  • ১৩ টি স্বায়ত্বশাসিত ও বেসরকারি পোস্ট গ্র্যাজুয়েট প্রতিষ্ঠানে আসন সংখ্যা ২২০টি।
  • ২০০ টি বেসরকারি মেডিকেল এসিস্ট্যান্ট প্রশিক্ষণ স্কুলের মধ্যে ১৮৪ টি প্রতিষ্ঠান চলমান, আসন সংখ্যা ১৩,৫৪০ টি।
  • ৯৭ টি বেসরকারি ইনস্টিটিউশন অফ হেলথ টেকনোলজী এর মধ্যে ৬৪ প্রতিষ্ঠান চলমান, আসন সংখ্যা ৮,৯৪০ টি।

উন্নত চিকিৎসা সেবা বিকেন্দ্রীকরণ, চিকিৎসা শিক্ষায় দক্ষ জনবল সৃষ্টি এবং গবেষণা কার্যক্রম উত্তোরত্তর বৃদ্ধির লক্ষ্যে বর্তমান সরকার বিএসএমএমইউ সহ রাজশাহী মেডিকেল বিশ্ববিদ্যালয়, চট্টগ্রাম মেডিকেল বিশ্ববিদ্যালয় ও সিলেট মেডিকেল বিশ্ববিদ্যালয় চালু করেছে।

বিকল্প ধারার চিকিৎসা ব্যবস্থা উৎসাহিত করতে সরকারি ও বেসরকারি পর্যায়ে অল্টারনেটিভ মেডিকেল কেয়ার কলেজ কার্যক্রম পরিচালনা করছে। বেসরকারি মেডিকেল কলেজে মেধাবী ছাত্র ছাত্রী ভর্তি নিশ্চিত করার লক্ষ্যে অভিন্ন প্রশ্নপত্রের মাধ্যমে ভর্তি পরীক্ষা গ্রহণ করে মেধাতালিকা অনুযায়ী ভর্তি কার্যক্রম চালু রয়েছে।

ভবিষ্যৎ পরিকল্পনা

  • স্বতন্ত্র এ্যাক্রিডিটেশন কাউন্সিল গঠন করা।
  • নতুন স্বাস্থ্য শিক্ষা অধিদপ্তরের জন্য এমআইএস/এইচআরআইএস তৈরী করা।
  • সরকারী ও বেসরকারী মেডিকেল কলেজ সমূহে গ্রেডিং সিস্টেম বাস্তবায়ন করা।
  • এমবিবিএস, বিডিএস, হোমিও প্যাথিক,দেশজ চিকিৎসা, আইএইচটি ও ম্যাটস এর কারিকুলাম সময়ের সাথে যুগোপযোগী করা।
  • এ্যালাইড হেলথ প্রোফেশনাল এডুকেশনাল বোর্ড স্থাপন করা।

Improved medical education system is essential for the introduction of universal health care. The present government is working to expand the advanced medical system. Efforts are being made to expand the opportunities for meritorious students to get advanced education in medical sciences with a view to upholding quality medical education, modernizing and up-to-date medical education.

Medical colleges and dental colleges offer MBBS and BDS courses at the undergraduate level respectively. In addition to various specialized medical education institutions, postgraduate courses have been introduced in medical colleges and the curriculum is continuing. Ministry of Health and Ministry of Public Administration on 17/09/2019 AD by notification from the Ministry of Finance, Ministry of Finance 01 Director General, 02 Additional Director General (Administration, Medical Education), 08 Directors (Administration, Discipline, Financial Management, Planning and Development, Human Resource Management, Alternative Medicine, Dental Education, Research Publications and Curriculum Development), 06 Deputy Directors (Discipline, Financial Management, Planning and Development, Public and Private Medical Colleges, Alternative Medicine, Dental, Research Publications and Curriculum Development), A total of 149 posts including 13 Assistant Directors (Administration-3, Discipline, Budget, Audit, Planning and Development, Government Medical College, Private Medical College, Alternative Medicine, Dental, Research Publication and Curriculum Development) were created. Besides, the Department of Health Education was formed with a total of 18 posts including the existing 29 posts of the former Medical Education Department.

Objectives (Strategic Objectives)

Strengthening supervision activities in medical educational institutions.
Creating quality trained manpower in medical education institutions.
Formulation and updating of laws, rules, policies related to medical education.
Construction of medical education institutions, development and expansion of physical infrastructure.
Increasing access to medical education through the establishment of e-libraries.

Scope of the Department of Health Education

  • To create up-to-date and quality skilled manpower to ensure universal medical services. Continuing to continuously improve the quality of medical education in public and private levels in medical colleges, dental colleges, medical assistant training schools and institutes of health technologies.
  • Ensuring quality education in post graduate institutes for the development of postgraduate medical education.
  • To ensure management of public and private medical colleges and dental colleges in accordance with the policy.
  • To take steps for the improvement, implementation and proper management of the education system of para medical educational institutions and medical assistant training schools and to ensure their management in accordance with the policies.
  • Conducting integrated admission tests in public and private medical colleges, dental colleges, medical assistant training schools and institutes of health technologies.
  • To take and implement activities for the expansion and improvement of homeopathic and indigenous medical education. Admission test in Homeopathy, Ayurvedic and Unani courses and conducting standard courses.
  • Provide assistance in formulation and implementation of health education policies, strategies, recruitment rules and other rules
  • Formulation and updating of other curricula including Medical, Dental, Medical Assistant Training School and Institute of Health Technology.
  • Determining the planning and implementation strategy of the Department of Health Education including information management. Collection and preservation of information of the manpower engaged in medical education.
  • Assist in the adoption and implementation of human resource development management plans of the Department of Health Education and various institutions under its control.
  • Provide assistance to the Ministry in Career Planning of Manpower working in Health Education.
  • Adoption and implementation of research activities to ensure planning and implementation for the proper development of medical education.
  • To enhance the skills of the officers / employees of different levels under the control of the department and the department by providing better training at home and abroad.
  • Coordinate with other stakeholders including Ministries, Medical Universities, BMDC, State Medical Faculty and BMA.
  • Formulation of budget in the Department of Health Education and the institutions under its control. Exemption of funds, execution of audits, formulation of improved financial management programs including settlement of audit objections and taking measures.
  • To take legal action regarding medical education of the Department of Health Education and the institutions under its control, to settle cases, to maintain liaison with the Attorney General’s Office and the courts, and to provide legal opinion on the application of customary law.
  • Conducting promotions, appointments, postings and transfers of various categories of officers and employees and pension related matters where applicable.
  • Implementation of various activities included in the operation plan to ensure development and progress.

At present, at the government level, there is a medical education institution

  • There are 4350 seats in MBBS courses in 36 government medical colleges.
  • There are 595 seats in 1 government dental college and 6 dental units.
  • The number of seats in 26 post graduate institutions is 1517.
  • The number of seats in 9 Medical Assistant Training Schools is 617.
  • The number of seats in 11 institutes of health technology is 2585.

At present at the private level

  • The number of seats in 61 private medical colleges is 6346.
  • The number of seats in 07 Armed Forces and Army Medical College is 365.
  • The number of seats in 12 private dental colleges is 940
  • The number of seats in 14 private dental units is 1405.
  • The number of seats in 13 autonomous and private post graduate institutions is 220.
  • Out of 200 private medical assistant training schools, 164 institutions are functioning and the number of seats is 13,540.
  • Out of 98 private institutions of health technology, 64 institutions are running and the number of seats is 8,940.

The present government has launched Rajshahi Medical University, Chittagong Medical University and Sylhet Medical University along with BSMMU with a view to decentralize advanced medical services, create skilled manpower in medical education and increase research activities.

Alternative Medical Care Colleges are conducting activities at public and private levels to encourage alternative medical care. In order to ensure the admission of meritorious students in the private medical colleges, the admission process is going on according to the merit list by taking the admission test through the same question paper.

Future plans

  • To form an independent accreditation council.
  • Creating MIS / HRIS for the new Department of Health Education.
  • Implement grading system in public and private medical colleges.
  • Curriculum of MBBS, BDS, Homoeopathic, Indigenous Medicine, IHT and MATS to keep pace with the times.
  • Establishment of Allied Health Professional Educational Board.
